Q. I am trying to decide which camera to buy myself for X-Mas. I have about $2000-$2500 to spend. I plan on using it to take portraits of people for a book I am working on and making short films in the near future. I was thinking the Canon 7D. I'm a beginner and just starting out as a photographer/filmmaker. Any advice and opinions would be greatly appreciated! Thanks!

Right now, the Canon 5D, Mark II is the most cost effective dSLR used to shoot video.
You do need to budget for the rest of the accessories you will need to convert a still camera which happens to have a video feature into a viable video camera.

NOTE: Whether you are a beginner or a pro, ALL cameras work the same. There are NO training wheels on cameras unless you want to use them in the program mode like you would when using a P&S camera
If you can wait just a little longer, the New Nikon D800 and Canon 5D, Mark III will be available in the first quarter of 2012

id love to know when is the best time to purchase a DSLR. im looking into investing in a great camera with outstanding picture quality and technology. Where can all the good deals be found? what time of year is perfect for this sort of purchase?

The best time would be when the camera maker of your choice announces newer models. Then, if you don't have to have the "latest & greatest", you can get great mark-down deals on the previous models. It's like buying cars. When the 2012 models are arriving, it's a great time to buy a new 2011.
