& Also, what's Megapixels ?
If a camera has 10 MP, what does that mean ?
I want to buy a camera that has good quality ?
And I want it to be able to take videos too with sound.
Answer
I own a Panasonic Lumix DMC-FX series camera mines is one of the older 6 megapixel's camera's but really for what I use my camera its just perfect. Clear image quality and plenty of features.
MegaPixels is a bit involved to explain. The simple answer you need to know is that the higher the amount of pixels the better the image quality when printing large photos. Generally speaking 6 megapixels cameras provide more than sufficient picture quality. And this site provides a breakdown on how MegaPixels affect picture Quality http://cameras.about.com/cs/choosingacamera/a/megapixels.htm

Answer
Well, as far as digital cameras go, it depends on what you mean by cheap. You can get a decent, compact-sized, digital camera for about $150 - $200 by major name brands such as Canon, Kodak, Nikon, and Sony.
Also, remember that more megapixels does not necessarily mean better pictures. Unless you plan to make large size prints, like larger than the standard 4 x 6 or 5 x 7 prints, you should be OK with a 5 or 6 megapixel camera.
Don't go to you electronics store and ask for the "best" camera in stock because it all really depends on your needs and whatnot.
For example, if you're a beginner, I'm not gonna recommend a high-end digital SLR with an interchangeable lens, you get me?
As far as water resistance, I know Olympus makes a nice waterproof model but not all stores carry it. All we have in my store is a disposable water-proof camera. So if you want variety, head to your local Best Buy.
Explain what you want, your price range, and level of experience with digital cameras. That'll help the salesman narrow it down to a few that fit your requirements.
Don't forget extras like batteries, a larger capacity memory card, and possibly a carrying case. A tripod comes in handy as well.
