what is the best digital camera for me?

i am looking for a camera with great image quality. Takes good pictures in low light. takes continous shots, and has a good battery life. I have been looking at canon's and nikon's. Oh and i really like the looks of the dslr's, but can't afford one of those. I am looking to spend under $400 if possible, very tight budget.
