Where can i find a good quality video camera?

I need a good quality camera that has:

1. HD video
2. Up to a 2 hour battery
3. Is small and portable
4. Under $200

The reason is i made a youtube channel and i need a video camera for it so if you can help me it would be great.
And is water proof.

I'm looking for a new camera. The one I have now is a Kodak Easyshare C813 (8.2 megapixels)
I want to upgrade to a better point and shoot camera with at least 16 megapixels, but I also heard something about a "sensor" is very important too. I really want nice, clear pictures, but my budget is $150 or under. What camera should I get?
Right now I'm looking at a Canon PowerShot ELPH 130 IS 16.0 MP Digital Camera with 8x Optical Zoom 28mm Wide-Angle Lens.

It says it has a 16MP Sensor. Is that good??

The Canon is fine. Practically anything by Nikon or Sony or Olympus or Pentax is also good.

What you are not understanding is sensor size. This is the true critical part of a digital camera. Bottom line, the larger the sensor, the better. But that also means a larger and more expensive camera.

Point and shoot cameras, especially in your price range, have tiny sensors, much much smaller than in a DSLR camera. It is NOT, repeat NOT the megapixel number that is important. Truth be told, too many megapixels on a tiny sensor can actually hurt quality, especially at high ISO. Buying a camera, especially a typical, low priced point and shoot, based on a megapixel number is really not wise. 16mp is quite a high number for a point and shoot, and is really not an advantage over even an 8 mp camera. However, your old Kodak is most definitely not one of the better cameras made. There are other things happening "behind the scenes" as concerns how the electronic data is processed that will give you a better photo with the Canon than what the Kodak will do. Kodak simply has never produced the best digital cameras.

But a high megapixel number is not at all what determines image quality. You need to read and study reviews on cameras which interest you. Pay close attention to how they perform at high ISO speeds. In most cases, any point and shoot will have bad "digital noise" at high ISO, and typically, this is worse when the camera has a high amount of megapixels.

A six megapixel DSLR camera will have far better image quality than does a 16 mp point and shoot, due to the much larger sensor in the DSLR. The 16 mp point and shoot image will have larger overall DIMENSIONS, but the actual image quality will be worse.
